President and Chief Executive Officer
Joe Mascia is President and Chief Executive Officer of NoblePlans.  He founded the company in 2005 with a vision and passion to bring strategic, forward thinking recruitment solutions in talent acquisition to Health and Human Services, Developmental Services, and the Nonprofit enterprise sector.  Based in Connecticut, just north of New Haven, in the company's headquarters and national service center, Joe is a Principal partner and responsible for strategic direction and day-to-day business operations.

For more than two decades, Joe Mascia has served as the Executive Director and Chief Administrator of the GIL Foundation, Inc., a private nonprofit organization providing comprehensive program services and supports for intellectually and developmentally disabled individuals in Connecticut.  Under Joe's leadership, GIL Foundation grew from a small community respite program into a multi-million dollar full service community based residential provider. His well-rounded Executive leadership and Human Resources background, provides for an authentic leader with hands-on aptitude and considerable experience managing diverse teams and departments.  Joe's great strength in diplomacy and working with people and systems, tethered with keen wisdom and insight, forges his passion to consult with social and noble enterprise, and deliver lasting results with integrity and excellence. 

Joe's path to social and noble enterprise began from a deep calling to serve and support his younger sister Doreen, who is an amazing individual with ID, DD, and Autism.  Joe considers himself an ardent learner and reader, always looking for opportunity to broaden and increase his skills, abilities, and awareness both professionally and personally.  He is committed to inspiring a healthy team dynamic in the spirit of collegial collaboration.  A devoted husband to his wife Ruth of more than 20-years, and a proud father to two wonderful children, Joe's highest ambition in life is for his family.  In addition, Joe has served since 2002 on the Board of Directors for Students International out of Visalia, California.

Joe Steele
Executive Vice President and Chief Information Officer
Joe Steele is Executive Vice President and Chief Information Officer of NoblePlans.  He joined the company in 2007 with like passions to bring strategic, forward thinking recruitment solutions in talent acquisition to Health and Human Services, Developmental Services, and the Nonprofit enterprise sector.  Based in Connecticut, just north of New Haven, in the company's headquarters and national service center, Joe is a Principal partner and responsible for strategic direction in technology and information systems.

For more than two decades, Joe Steele has worked as an Information Technology professional for a Fortune 100 Financial Services Company headquartered in Connecticut.  Joe has led several large scale IT initiatives as a Senior Developer, Project Manager, and Architect.  Throughout his career, Joe has been responsible for hardware, software, and database design supporting the property and casualty business.  Since 2001, Joe has managed several IT teams accountable for recruitment, staffing, talent management, mentoring, and performance management.  Joe has led cross-organizational teams in support of several enterprise initiatives including the establishment of technology standards.  In his current role, Joe is the Director of Delivery Architecture responsible for the Business Insurance application architecture team.  Joe has key strengths in coaching, staff development, innovative thinking, mentoring, leadership, and technical acumen.

Joe's passion for Noble Enterprise was kindled by his devotion for his seven-year old daughter Gabrielle (Gaby).  Gaby is an amazing young lady who was born with a rare form of muscular dystrophy.  For nearly two decades, Joe has been the head baseball coach for two successful high school baseball programs producing winning and championship teams while developing young men into the leaders of tomorrow.  Joe is a devoted family man, married to his wife Jackie for 20 years and proud father of four wonderful children.  Additionally, Joe has served since 1990 on the Board of Directors for GIL Foundation, Inc.
